Canada Issues Public Policy on Work Permit Exemptions

Work Permit Exemptions 

Canada announced a temporary public policy, effective May 27, 2025, that exempts certain temporary foreign workers from specific work permit conditions when changing employers. The measure provides workers with greater flexibility and reduces administrative barriers during employment transitions. 

This policy enables eligible workers to change employers without incurring penalties due to restrictive permit conditions. The update also removes all references to COVID‑19 from program delivery instructions, signaling a permanent shift beyond pandemic‑related measures. The public policy will remain in effect until revoked by the Minister of Immigration, Refugees and Citizenship, offering medium‑term certainty for employers and workers.
